This in-depth guide and supporting factsheets aim to support proponents to develop a rigorous measurement framework and financial basis for their social impact investment proposal to the NSW Government. 

Technical guide

The guide is structured in two parts:

  1. Program measurement and design, which guides proponents to define their population, intervention, counterfactual and outcomes, and describes methods to measure the effectiveness of interventions.
  2. Financial cost benefit analysis, which outlines the steps to demonstrate the value of proposals using a modified cost benefit anaylsis.

Human Services Outcomes Framework

The NSW Department of Finance, Services and Innovation has developed a Human Services Outcomes Framework. The Human Services Outcomes Framework is a tool to support agencies and non-government organisations to embed outcomes measurement into human services planning, delivery and evaluation. The Outcomes Framework will assist the NSW Government and NGOs to respond to the challenge of delivering better outcomes and more services in the face of growing demand, an ageing population and budget constraints:
