This in-depth guide and supporting factsheets aim to support proponents to develop a rigorous measurement framework and financial basis for their social impact investment proposal to the NSW Government.
The guide is structured in two parts:
- Program measurement and design, which guides proponents to define their population, intervention, counterfactual and outcomes, and describes methods to measure the effectiveness of interventions.
- Financial cost benefit analysis, which outlines the steps to demonstrate the value of proposals using a modified cost benefit anaylsis.

Human Services Outcomes Framework
The NSW Department of Finance, Services and Innovation has developed a Human Services Outcomes Framework.
